Delay to Safety & Security Requirements for EU to GB Movements

In a widely anticipated move, the previously announced government plan to end the waiver for Safety and Security (S&S) declarations on EU imports, originally scheduled for 31st October 2024, has been postponed until 31st January 2025.

The HMRC announcement goes on to say:

“The initial timeline was impacted by the general election held in May. The restrictions on communication during the pre-election period prevented planned stakeholder engagement from taking place, leaving many industry participants without the necessary preparation. Following the appointment of the new government, officials have been actively collaborating with ministers to review the timeline for introducing these S&S declarations. During this review process, feedback from the industry indicated that additional time is needed to ensure compliance and smooth implementation.

The new implementation date of 31st January 2025, provides a revised schedule for businesses to prepare for submitting S&S declarations on EU imports. However, companies that are already equipped to submit these declarations—such as those that currently do so for Rest of the World (RoW) imports—are encouraged to begin submitting their declarations ahead of the revised deadline.

This extension reflects the government's commitment to supporting businesses in adapting to the new regulatory requirements while minimizing disruption to trade flows. Businesses are advised to use the additional time to familiarize themselves with the new processes, ensure they have the necessary systems in place, and seek guidance if needed”.
